上层（海拔800～1000m以上）则以林为主，大力发展用材林，水源涵养林和药材，适当发展食用菌，实行保护性开发，增强生态效益，对山顶的森林植被必须保护，有条件的山区逐步发展旅游业。
本区山体高度一般约为1000～1500m，人类活动主要在1000m以下。800～1000m以上基本是林农湿冷气候层，南、中、北亚热带有所区别。水稻种植上限高度，中亚热带可达1200～1400m，北亚热带为900m左右。北亚热带玉米种植上限高度达1500m左右。采取分散小群放牧的方式可以利用草山发展养牛、养羊业。
温带，有广义和狭义之分。广义来讲说，除了寒带和热带以外的所有地区都属于温带，故而亚热带和亚寒带都属于广义温带的范畴。狭义的温带则不包括亚热带和亚寒带。四季分明是温带气候的zui显著特点。
我国大部分地区都属于温带气候。从分布来看，温带气候的情况比较复杂多样。根据地区的降水特点的不同，可分为温带季风性气候、温带大陆性气候、温带海洋性气候、亚热带季风气候和地中海气候几种类型。由于温带气候分布地域广泛，类型复杂多样，从而为生物创造了良好的气候环境，形成了丰富的动植物界。
有些研究者根据地球各地接受太阳照射的状况及昼夜长短的变化，将地表各地划分为五个热量带，即热带、北温带、南温带、北寒带、南寒带。介于热带与寒带之间，太阳斜射，得到中等程度的热量，为温带。北回归线与北极圈之间为北温带。南回归线与南极圈之间为南温带。气候特点主要表现为冬季比亚热带更冷，一般zui低月均温都在0°C以下。温带气候既包括比较温和多雨的海洋气候，也包括四季分明且比较干燥的大陆性气候。温带的大多数地区位于西风带内。温带处于中纬度地区，南北温度梯度大，气候有极大差异。温带如此大的面积，与实际气候特点分布差异较大。因此，广义的温带包括亚热带、暖温带、中温带、寒温带和亚寒带。狭义的温带一般又分为三个带，即：暖温带、中温带、寒温带。
