四、防控措施
针对我国炭疽防控中的诸多问题，提出以下防控策略与措施：（1）建立动物炭疽国家参考实验室，完善炭疽疫情的监测和预警体系；（2）开展全国动物炭疽疫源地的普查与确认；（3）严格执行炭疽疫区动物免疫程序并评价免疫效果；（4）完善重大动物疫病报告与公布制度；（5）完善专业职能部门联动机制，建设动物炭疽应急处置专业队伍。炭疽（anthrax）是由炭疽芽孢杆菌（Bacillus anthracis）引起的一种烈性人兽共患疫源性传染病，也是一种重要的生物细菌战剂。能引起羊、牛、马等动物及人类的炭疽病。
我国现有人用炭疽疫苗主要是A16R，兽用炭疽疫苗主要有2种：II号炭疽芽孢疫苗和无荚膜炭疽芽孢疫苗，此外还有山羊炭疽疫苗。
1、人用炭疽疫苗A16R：目前国内炭疽预防普遍使用炭疽杆菌减毒活疫苗A16R，预防途径为皮上划痕接种。主要接种人员为牧民、兽医、屠宰牲畜人员，制革及皮毛加工人员，炭疽流行区的易感人群及参加防治工作的专业人员、从事炭疽诊断和研究的人员。
2、兽用炭疽疫苗：
（1）II号炭疽芽孢疫苗：用炭疽芽孢杆菌II号弱毒菌株接种适宜培养基培养、形成芽孢后，将培养物悬浮于灭菌的甘油蒸馏水或铝胶蒸馏水中制成。用于预防牛、羊、猪的炭疽。山羊的免疫期为6个月，其它动物为1年。
（2）无荚膜炭疽芽孢疫苗：用无荚膜炭疽芽孢杆菌弱毒菌株接种于适宜培养基培养、形成芽孢后，将培养物悬浮于灭菌的甘油蒸馏水或铝胶蒸馏水中制成。用于预防动物（山羊除外）的炭疽，免疫期为1年。
（3）山羊炭疽疫苗：用无荚膜炭疽芽孢杆菌弱毒株接种于适宜培养基培养，滤过除菌，加油佐剂混合乳化制成。用于颈部皮下注射预防山羊炭疽，免疫期为6个月。征服太空，开发利用太空资源是人类长期以来的梦想。随着科学技术的进步，今天人类的这一梦想正在逐渐地变为现实。
